New Fire Safety Laws in England: Compliance with BS 9991:2024 and Mandatory SprinklersCompliance with BS 9991:2024 and Mandatory Sprinklers
Fire safety regulations in England are evolving to enhance protection for residents in vulnerable environments, particularly in care homes. As of 2 March 2025, all new care homes in England will be required to install sprinkler systems, regardless of their height or size. This landmark change stems from the government’s commitment to improving fire safety following the Grenfell Tower Inquiry and a wider consultation on building regulations.
BS 9991:2024 – A New Fire Safety Standard
The updated fire safety standard, BS 9991:2024, titled “Fire Safety in the Design, Management and Use of Residential Buildings – Code of Practice,” was released on 27 November 2024 by the British Standards Institution (BSI). This new standard supersedes BS 9991:2015 and aligns with the government’s recent fire safety legislation, reinforcing the need for enhanced fire protection, including the use of sprinklers in residential buildings such as care homes.
Why Are These New Laws Being Introduced?
The introduction of mandatory sprinklers in new care homes follows a 2022 consultation that identified gaps in fire protection for vulnerable individuals. Care home residents often have limited mobility and may require assistance during evacuations, making early fire suppression critical in preventing casualties. Research and real-world incidents have shown that sprinkler systems significantly reduce fire-related deaths and property damage.
According to the building safety and homelessness minister, Rushanara Ali, many care home providers already incorporate sprinklers in their designs. However, for those who have yet to adopt this essential safety measure, the updated regulations will enforce compliance and ensure a higher standard of fire protection across the sector.
Key Changes and Compliance Timeline
From 2 March 2025, all newly built care homes must have a sprinkler system installed.
A six-month transition period will be in place to allow care home developers and owners time to adapt to the new requirements.
The legislation applies to all new care homes, irrespective of size or height, reflecting the government’s commitment to prioritizing fire safety for vulnerable populations.
BS 9991:2024 provides additional guidance on fire safety design, management, and emergency planning for residential buildings, reinforcing the importance of compliance with modern safety standards.
What This Means for Care Home Providers
Care home operators planning new developments must act now to ensure their projects comply with the forthcoming legislation. The government’s phased implementation allows sufficient time for planning, but delaying compliance could result in legal challenges, financial penalties, or increased risk to residents’ safety.
